Jill Beck

Jill R. Beck is the Director of the Youth Services Institute at the University of Alabama’s School of Social Work. In this role, she oversees the operation of the Continuum of Care Program, a community-based therapeutic program in 21 counties across Alabama for youth who have been charged with juvenile sex offenses, as well as the institute’s technical assistance, research, and training efforts. A graduate of The University of Alabama School of Law, Ms. Beck is a former Tuscaloosa County Deputy District Attorney who specializes in the prosecution of domestic violence, child abuse, and sexual assault in adult and juvenile courts.

Monica Roland

Monica Roland, LICSW is the Proposal Development Administrator at the Youth Services Institute (YSI).

She joined the team at YSI in 2020 after years of working in consulting roles with the Department of Youth Services Community Services Division. Through her consulting roles with DYS, she has worked closely in multiple private provider programs who provide services to adjudicated youth across the state. She has provided oversight regarding service provision in programs, advocacy for juveniles, and oversight of clinical and Medicaid services provided in the programs.

Obtaining her BSW from the University of Montevallo in 1999 and her MSW from Rutgers in 2000, she has spent much of her professional career working with children who are involved with Juvenile Justice. She has also worked in Leadership Development, Cultural Engineering, and Continuing Education Development, which also heavily influences her approach when working with families and organizations.

In her current role, she provides technical assistance to the DYS Community Services Division through the administration of their JSCO Provider certification program, administration of Community Services RFP and Grant Projects application processes, and assists with oversight of the 50+ diversion programs within the State of Alabama that receive funding through DYS. In addition to her technical assistance responsibilities, she also provides event training planning and organization services to YSI.

Dr. Mandi Fowler

Dr. Mandi Fowler is a Program Director at the University of Alabama, Youth Services Institute (YSI), specializing in forensic social work, evidence-based interventions for vulnerable youth, and program evaluation. Under her leadership, YSI has received multiple federally funded grants. She is Co-PI on the Alabama Department of Youth Services’ program evaluation and validation project. In addition, Dr. Fowler directs a community-based treatment program for youth across the State of Alabama funded by DYS for over twenty years. Dr. Fowler is a trainer for the National Center on the Sexual Behavior of Youth (NCSBY) in Problematic Sexual Behavior-Cognitive Behavioral Therapy, an evidence-based intervention. She is also a certified provider of Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), trained in Eye Movement Desensitization and Reprocessing (EMDR) and Trauma Systems Therapy (TST). She also leads YSI’s certification program for clinicians serving youth with illegal sexual behavior.
