Workshop Synopsis
An overview of emerging trends in child trafficking, including sex, forced labor and on-line exploitation including the complex range of factors that make children more susceptible. Working with culturally diverse communities and English learners along with strategies and tools to prevent and respond to child trafficking in all forms will be provided. The role of DHR, Child Advocacy Centers, and partner agencies in creating and participating in comprehensive, coordinated, equity-based, trauma-informed response to children at risk and those who are survivors of trafficking. Uniform response protocols in collaboration with law enforcement, child advocacy centers and child-appropriate victim services will be covered.
Speaker & Bio
Jan Bell, MPH
Jan Bell is the Co-Founder of the Child Trafficking Solutions Project, established in 2016. She currently oversees the CTSP in association with the Children’s Aid Society of Alabama. She co-founded and co-chairs the Child Trafficking Solutions Project, a broad-based coalition working collaboratively in the fight against human trafficking of minors in Alabama. She was Executive Director of the Children’s Policy Cooperative of Jefferson County affiliated with Family Court of Jefferson County. There she oversaw community initiatives and collaborations benefiting children in association with the Family Court of Jefferson County. Career highlights over 40+ years within the public and non-profit sector. Jan received her undergraduate degree from Vanderbilt University and her Master of Public Health (MPH) degree from the University of Alabama at Birmingham (UAB) with a focus upon Health Organization and Policy. She has been honored by the UAB School of Public Health as Alumnus of the Year for her work in furthering community-based public health initiatives. She is a recipient of the national 2020 FBI Director Community Leadership Award presented in Washington, DC in recognition of her work to improve child trafficking prevention, detection and survivor care. She was recognized by the City of Birmingham with 2020 StrongHer Award for her work in combatting child trafficking. She has also been recognized by the U.S. Department of Homeland Security in 2023 through her work with the Child Trafficking Solutions Project as an exemplary model in human trafficking survivor care and victim services coordination.
Itinerary
Learning Goals:
To educate DHR and child-serving professionals staff related to the crime of child trafficking, including legal issues, warning signs to look for, do's and don'ts when responding to suspected trafficking, grooming, sextortion and internet safety.
Equip participants with prevention steps, talking points, strategies to educate clients, parents, children and teens about risks, warning signs, and how to report
To provide participants with tools, resources, community services, and guidance on how to respond utilizing universal response protocols when child trafficking is identified.
Participants will be able to:
Define commercially sexually exploited children (CSEC), child sexual abuse material (CSAM), and labor trafficking of minors.
Identify the following:
- Basic elements and legal issues related to child sex and labor trafficking;
- Interpret acronyms of commonly used terms and agencies/initiatives involved in combating human trafficking;
- Identify common physical and behavioral indicators of child trafficking as well as risk and warning signs.
Describe how societal factors including social media and on-line predators contribute to demand for commercial exploitation of minors.
Identify tools that can be utilized in the identification of potential victims of trafficking as well as how to respond in relationship to child protective services, law enforcement, juvenile justice, and multiple jurisdictions.
